A free Halloween market is coming to the St. George waterfront on Sunday, October 25. Faire and Flourish, the Staten Island group that runs pop-up vendor markets around the borough, is bringing its BOO-ZAR Halloween Market to Empire Outlets at 55 Richmond Terrace from 11 a.m. to 4 p.m., with more than 30 local small businesses selling across the waterfront and the second-floor Center Court.

Admission costs nothing. The organizer asks visitors to RSVP through its Eventbrite page so it has a sense of the crowd, and costumes are encouraged for kids and adults alike.

What is planned for the day

The market is built around shopping from Staten Island makers and small businesses, with the vendor list being announced on the Faire and Flourish Instagram account in the days leading up to the event. Alongside the tables, the organizer has lined up live performances on the waterfront and a DJ in the center courtyard, plus food and more additions it says are still being added.

For children, there is trick-or-treating. Kids can work their way through the market with a bag and collect treats from participating vendors, six days before Halloween.

A heads-up about the costumed actors

Faire and Flourish is teaming up with Camp Slaughter Haunted Attraction for the day. Costumed scare actors from Camp Slaughter will roam portions of the market throughout the afternoon. The organizer bills BOO-ZAR as a family event but notes the actors are part of the entertainment.

Who is behind it

Faire and Flourish organizes recurring vendor markets on Staten Island aimed at giving small businesses a place to sell in person. The group has held earlier markets at Empire Outlets, including a summer series, and has also run Halloween markets on Forest Avenue this month. The October 25 date is its Halloween edition on the St. George waterfront.

Getting there

Empire Outlets sits steps from the St. George Staten Island Ferry Terminal and the NYC Ferry St. George route, and the free Staten Island Ferry runs there from Whitehall Terminal in Lower Manhattan. The walk from the St. George terminal to the outlets takes a few minutes. The Staten Island Railway also ends at St. George, and the terminal is the hub for many North Shore bus routes. Drivers can use the indoor self-park garage next to the center, which Empire Outlets says offers discounted parking.

The market runs Sunday, October 25, 2026, from 11 a.m. to 4 p.m. on the waterfront and in the second-floor Center Court (level P3) of Empire Outlets, 55 Richmond Terrace, Staten Island, NY 10301. Admission is free with an RSVP on Eventbrite. Individual store hours at the outlets vary.
